Legal Question in Education Law in India

Sir,

I applied for the post os Assistant Statistical Scientist under department of Punjab.

NUmber of seats was:3(general)+1(sc)

Eligibility was :MSc with 5 year experience.

But I was Phd at that time and clearly mention on the application form that I need not experience becaouse I did Phd directly after MSc

Selection was on the basis of test:100 % waitage

My rank was :3

after that followed all the procedure directed by department.But without informing me department deleted my name from the merit list on the basis of experience

How the can delete my name without informing me becaouse higher qualified person cannot be rejected for this directly recruitment post.

Please clarify it.

Was the condition of experience not applicable for PHd holders, then you can challenge the exclusion of your name before High Court and seek direction for appointment.
