Legal Question in Family Law in India

My sister husband died a month ago.She has an 8 eight year only girl child(Autistic). Now she is in depression(mental condition) that she will not able to care of child.her in laws(both retd. govt. employees) refuses to take care of child even refuses to give an property(nor money) to her. We are so poor that not able to bear the expenses of her treatment.Even my sister tries to commit suicide but saved by us. Please give ur valuable opinion as we are in deep vain.
