Legal Question in Real Estate Law in India

We have an ancestral property in Kerala that is landlocked or inaccessible by any mode of transportation other than foot. The neighbors are unwilling to part their property to build a road to that will permit a vehicle like an ambulance to reach our property. In this case, would I be entitled to file a petition in 'Right of Way'?

We plan to construct a house in our property and settle there in the near future. Since my dependent has a cardiac problem, the road or path should be able to accommodate an ambulance if the need arises. Please respond.
