Legal Question in Real Estate Law in India

how could i get the title (through purchase) of land from a person who got that land in a govt programme to pramote sterlisation (nasbandi). is there any provision to purchase land leased in govt schemes,if yes what is the best way to get the title.the land is situated at madya pradesh.
