Legal Question in Business Law in Indiana

I got an estimate on my house for an insurance claim, the contractor that did the estimate met with the insurance adjuster. I got the check, and want to go with a different contractor. The adjuster said that I have the right to go with who I want. I told the first contractor that I was going with someone else and he said that we had a verbal contract and he could sue me for profits he would've made on the job. I never told him I wanted him to do the job. I only asked for the written hail damage report that the insurance requires. I think he is trying to scare me into keeping him. Can he sue me saying he had a verbal contract? I never signed anything with him by the way.

As long as you did not agree to retain him to do the work, you do not have an oral contract.
