Legal Question in Criminal Law in Indiana

My best friend is in trouble in Indiana. He has a case against him by the state for a level 6 felony of domestic battery. He has a plea deal of one year of probation and it will be dropped to a misdemeanor. He is wanting to move to California to be with family and live there, because he doesn't have anyone here. HE is going to try to get his probation transferred to California, but if they don't and he leaves anyway, then will they arrest him out of state? Can they keep him locked up over there or will they have so long to extradite him or let him go?

Can they keep him locked up over there or will they have so long to extradite him or let him go? They will have to get him back to IN at some point or let release him if IN does not extradite.
