Legal Question in Family Law in Indiana

My friend in Indiana got divorced. They have joint custody and the kids live with their mom. If the mom and dad agree that the kids should stay with their dad when the mother moves away is that abandonment?

They should simply enter an agreed order indicating that the children will now be living with their father and that mother will have parenting time ( whatever they agree it will be).
