If a parent refuse to send medical cards to the address his college age children request, and instead try's to force them to give their college address or meet in person can he be held in contempt of court if it is court ordered?

Since it would be very unusual for a court to order this, there has to be a very good reason that the parent is not permitted to be around the college age student. If a safety reason, perhaps a meeting with a third party present, a minister or at a police station, would be appropriate.

Remember, the children are not in charge. They can refuse contact with a parent, but are not in a position to then ask the parent to support them, whether through insurance or anything else.
