It is difficult to get a fiance visa approved, especially with the U.S. Embassy in Manila.

You must have had face to face contact with the fiance, in addition to evidence showing continual communications, through text, email, mail, skype, telephone, etc.

If you do not have evidence to support the visa petition, then it will probably not be approved.

Please refer to: http://travel.state.gov/content/visas/english/immigrate/types/family/fiance-k-1.html, for more information on the K-1 fiance visa.
