Legal Question in Insurance Law in Indiana

My 25 yr old son drowned on June 16th 2013. He was on property that was once a business (bar) but has since closed down. The property also has apartments over the bar and they are still rented out. The property sits on a river and had, at one time, a boat launch and two docks that were in use by the bar. The bar has been closed for approximately 3 yrs, the plate glass windows on the river side are broken out and the weeds and surrounding area are very un kept, but the docks were still in the water. While out on the dock, it broke and tipped and my son fell in. I do not know at this time if he struck his head on the dock or what happened. The police from one city got there and the officer said he saw my son in the water but then he went under. The police from another city got there and he said he did not see my son. There are no signs stating this is private property, the docks were still in the water, the building on the lower half is closed and yet open to all kinds of things, and the police seem like they couldn't decide who's responsibility it was to help. Is anyone responsible for this property as in securing it so no body else gets hurt or dies? Do the owners have to maintain some kind of liability insurance since they are still operating it as a business? Is there any recourse against the police for not helping him?? I know the attorneys around here will not do anything against the police departments. Thank you for at least taking the time to read this and for any answers.

There are a lot of questions which you have posed and which need investigation to answer. If you don't trust local attorneys, go to the next county or the next after that and retain someone. You definitely need the services of an attorney to assist you in finding out the answers to these questions.
