Dog bites a person on public property in Indiana. Dog is on a leash with the owner. Dog is up to date on vaccinations. Bite is bad enough for an emergency room visit. Is the owner liable for medical bills?

Depends on whether the owner was negligent in his walking of the dog. If the injured person goes to pet the dog without an OK from the owner, the bite might be his fault.
