my dog ran out of my door down to a neighbors house and caused their dog to knock a cell phone out of the dog owners hand and believes that I am responsible for the damages. my dog never touched her or her dog so am I responsible for the entire bill of getting the phone fixed?

"Caused" is a term of art that you may not appreciate. If your dog "caused" injury or damage to property, you are responsible.

If there was no physical contact between your dog and your neighbor or her dog, it may be difficult for your neighbor to hold you liable. More details about the mechanics of what happened are necessary to provide a definitive answer.

Bottom line: If you believe that that your dog is responsible for the damage, you should pay as it was your negligence that was responsible for the dog getting out.
