Legal Question in Criminal Law in Iowa

I live in MN, but my boyfriend is serving a 5 year sentence in Iowa for Possession of Contraband in a Correctional Facility (a charge he got while a pretrial detainee for 6 months on a case the state dropped). He has been in prison since mid Nov 2015, and was given a July 2016 parole date. However, now he must complete a 4 month substance abuse treatment program before release, and there is a long waiting list. He was told he would begin this treatment "sometime in the next year", a timeframe fame that would extend his incarceration far past July 2016. Is it possible for him to get out in July and complete treatment at home in MN if he does not get into the program there in time to finish before his parole date?
