Legal Question in Family Law in Iowa

How can I help my 16 year old sister get out of my mom care? My sister has tried to leave when she was about 14yrs old and was taken home. She has told our mom repeatedly that she doesn't want to live with her. Our mom has anger problems and we think she might be bipolar or something too. Our mom tells my sister she is fat all the time, tells her awful of person she is, and a number of other things. my sister is so stressed and depressed all the time that her hair is falling out, she is fail a class ( she normal is really likes), and is starting to drop out of all extra curricular activates at school. I need to know how I can help her get out of our mom care, before something really bad happens.

The simplest answer is wait until she's 18. Then she can do exactly what she wants.
