Legal Question in Family Law in Iowa

My father is in a tough situation right now due to back child support. He is still raising my youngest brother (as a single dad) who is 15 and can not afford his expenses because of the amount that they are taking for back child support (40-50% of his income). He wants to know if he has grounds to dispute the back child support because of them not being able to recalculate the child support 20 years ago like they can now.

He says that they were basing child support owed on an hourly wage higher than what he was making through his first marriages kids becoming 18.

Will they go back and change the amount that he should have been paying? Adjusting the back child support owed?

At the rate they are going he won't even pay the back child support off before he passes away (he is 60 now).

He can not live the rest of his life without ever making enough to support himself.

First of all it is his issue not yours. Having said that he can petition for a reduction in child support but it is unlikely that he would ever recover past amounts paid. He could get his former spouse to forego any remaining balance.
