Legal Question in Family Law in Iowa

Going to try and make this short. My Girlfriend got her kids for her half of summer. Her ex has full custody. He is not able to come pick up his kids we live in Iowa and He lives in Michigan. He has no money no car and no license. The friend of the court just wrote my gf a letter saying that she has until this date to bring her kids back or they are issuing a warrant for her arrest even though the custody papers clearly state that the parent initiating parenting time is the one responsible for transportation and my gf does not have her license right now and the lady there knows this my gf has told her more than once that she does not have her license and she is still telling her that she has to go there or they are going to issue a warrant. so I guess my question is. Is this legal? Can they do that?
