Legal Question in Family Law in Iowa

My son has a paper written and signed by both him and his ex girlfriend for my son's ex to have visitation with their son. She has had my grandson for her first weekend and now won't let my son take him back. Is there any legal recourse we can take? Like have a police officer escort to demand that release him to my son because of the signed letter that she agreed to and now is refusing to honor?

What's their legal relationship? Some scrap of paper drawn up on the back of a dinner napkin is not worth anything. Unless you have a custody and support order signed by a judge her rights are as good as his and there's nothing to enforce.
