Deposit on an apartment

My son is a student at the U. of Iowa. He placed a deposit on an apartment a few months ago. He received a phone call from the company saying they needed his current address because they didn't have an apartment for him and they were returning his deposit. The check was cashed shortly after he sent it to them. Now he has no place to live in the fall. What recourse does he have?

Any written agreement? Had he looked at or was shown any apts?

Could be breach of agreement to provide apt but his damages may be speculative unless all other apts cost more to rent.
