Legal Question in Criminal Law in Kansas

Kansas theft under 1-k arrest made July 23, 2015- a indictment not until 12-14-2015 and we were never notified about it either. Then a Court date of 2/10/2016 sent to wrong address of record (even though he changed his address with courts) warrant for arrest April 28th- arrested march 7,2016 can they do this?

It seems to be common now for them to wait 10-14 months before indictment. The incorrect address for the Notice send to be a mistake. But, use of an arrest warrant isnow common. Let me know if you need a referral to a dense attorney.
