Legal Question in Criminal Law in Kansas
if my neighbor took down and removed part of my privacy fence and was ticketed for theft by the police, then the city attorney dropped the charges saying it was a civil case not criminal. Can I file charges of theft against him, with the police dept, or do I have to hire a lawyer to bring charges against him?

Based upon what you have stated, it sounds like to our need to resolve this s matter through the civil courts. The prosecutor has already declined to pursue it through the criminal process.
