Legal Question in Civil Litigation in Kansas

Is a mandatory reporter allowed to tell your story to the public (at parties and bonfires) for his pleasure. This mandate states that he tells everyone because he is required to as a mandatory reporter/EMT. I thought mandates just reported to authority, not telling the victims story all over town to any innocent bystander so they know his side of the story. He also states names of the victims. So, I want to know if that is legal or an invasion of some privacy act? If it is illegal, please tell me how I can file a claim against this person and who I need to contact. Where do I go from here?

If this EMT provided any care, or saw any medical records, they violate their patients privacy rights by telling others.
