if I'm slowly pulling away from gas pump in someone cuts in front of me slowly am I liable

I asdume tht your question ends with te cars colliing. Otherwise there msy be no libility. The best answer, baded upon te facts provided, is Maybe.

Normally gas pumps are on privately owmpned commercial property. As such, there may not be well defined lanes of travel. No clear lane of travel may mean that no one can 'cut in front' of another. Therefore, it is impossible to predict who us at fault, or who is more at fault, based upon just two facts. Your pulling away from a pump may alter your duty of care in driving your car or not. The same is true of the other driver. MRE information would be needed to have any certainty in assessing liability. If in the scenario in you described, the two car collide, you could be liable for their damages, they for yours, or the station owner for poor design and care of the grounds.
