Legal Question in Disability Law in Louisiana

I really don't know what to do, or not to do about a certain situation. There is a 15 yr. old child living with her mother, has a boyfriend living there, and having sex with the child. There is possibly another child involved, maybe you would call them minors, having sex with said child (female) , all this with the mother's knowledge. Most of what I know is hearsay, but from a reliable source, they have sex, but the mother claims that they are only friends. The girl is on birth control, but there are other things to consider besides unwanted prengancies. Any suggestions?
