Legal Question in Business Law in Louisiana

I am redoing my security companies Purchase Agreement Terms and Conditions. Instead of having the Terms and Conditions printed on the back of the agreement, can we put a statement saying something like, "By signing this agreement, you agree to the Purchase Agreement Terms and Conditions, viewable at SimpsonSecurity.com"?

You can certainly do that. It is similar to what is known as a "click-wrap" agreement. They can be enforced. However, it is always best to have someone sign the document which actually contains the agreement, as they can't say they didn't read it then. You are presumed to have read everything you signed (but not everything that is referenced in the document you signed), so signing the document that actually contains the terms and conditions is without a doubt the better way to do that. Also, if you haven't already, you should have your attorney review your Terms and Conditions to make sure they don't contain anything that is not legal or is unenforceable or would render them ineffective or null.
