Legal Question in Constitutional Law in Louisiana

I purchased a home in Louisiana, I plan on obtaining my drivers license and registering to vote and so forth. DOes that establish me as a resident if I still rent in NJ ?

You are a resident if you live here. If you live here and you intend to stay here permanently, you are domiciled here, which is sort of the legal way of saying "permanent resident". Domicile is usually established by exactly the sorts of things you were talking about--registering your cars here, getting a LA license, registering to vote (that's a big one), buying a home, etc.

I would say that you are likely domiciled in LA.
