Things like that always depend on the circumstances, such as the time, place, and manner of the speech. What may be fine in your home or on the street is not acceptable at work or in school. Right or wrong, that is the prevailing thought these days. The best policy is to avoid using racial slurs and other offensive speech even in describing someone else's words to you.
