Can a NEIGHBOR HAVE SOME ONE TO FIX AND/OR REPAIR THEIR FENCH ON THEIR NEIGHBOR PROPERTY WITHOUT THEIR CONSENT?

Anyone stepping foot on your property without your permission is guilty of trespass. However, you must know that it is your property and the person stepping foot on it must know he does not have permission. But why would you want to antagonize your neighbor? No matter what anyone thougth however, compensation is appropriate for any damage done to your property by the french (sic) work.
