Legal Question in Insurance Law in Louisiana

Ran over a tow trucks hitch (T shaped heavy metal beam) that was apparently dropped or left in highway causing damage to my vehicle. No one claimed the object. Who is responsible to damages from road hazard/negligence.

The owner (or whomever dropped it in the street) is liable, but if you can't find him, you're just out of luck. If you have full coverage insurance, you will have to use your own insurance for your repairs. Otherwise, there isn't much you can do.
