Legal Question in Wills and Trusts in Louisiana

My father died in 2014. He has 3 children. My mother open an succession. My brother refused to sign, until she show him bank statements of his accounts in 2013, but he died. Is this legal. Does he have any rights to my dad accounts while he was still living. What can be done if he refuse to sign the succession?

Your mother can open succession without anyone else's signature. Any of you can. Any heir, even any creditor can open succession. The estate is valued as of the date of death. Whatever was in your father's account at the moment he died is part of his estate.
