In the Republic of Malta, non-nationals who speak either English or Maltese can apply for citizenship after having resided in Malta for a period of five years (to be precise: 12 months before the application plus 4 years in the preceding 6 years). However, a test of good character and the catch-phrase requirement of becoming a "suitable citizen" ensures that the authorities may refuse an application. For married individuals, the situation is not much different; they must have been married and resident in Malta for 5 years preceding the application.
