Legal Question in Civil Rights Law in Maryland

Is it illegal for a 16 year old to date a 19 year old were their is no sex involved in the state of Maryland? And if the minors parents wanted to could they press charges on the 19 year old? And force them not to date.

You ask a couple of related questions. As far as prohibiting a child from dating, in most circumstances a parent can legally restrict the actions of their child while a minor under 18 years old (there is an exception if the minor is emancipated or legally on their own but that does not seem to apply to your situation). Charges can only be pressed if one alleges that a crime occurred --- from your fact scenario it does not sound like any criminal conduct was alleged or committed. The law does prohibit certain sexual contact between minors and adults but mere association (including "dating") is generally legal unless something else is at issue (for instance, if there is a peace order preventing any contact then dating / contacting might get one in legal trouble or if homeowners order someone off their property and that person sneaks onto the property it could be criminal trespass).
