Money recovery

I am seeking advice on how to collecet money for my mom, she loaned my brother $300 back in 1984 and wants him to repay her. She has a signed agreement from him agreeing to pay back at $50.00 per month and he never did. Has the statute of limitations run out on this, can she still take him to small claims court to recover her money from him. He denies oweing her anything at all and refuses to pay her.

The statute of limitations has probably run. It is 3 years in MD unless the note is under seal (i.e., the signature is accompanied by a formal seal). But an acknowledgement of the debt (even oral) starts the 3 years running again.
