What is needed for an undercover cop to make an arrest in a reverse escort sting?

For any arrest the police must have probable cause. That is reason to believe that a person has either committed a felony, or that a person is committing a misdemeanor in the presence of the police. A judge decides whether the police behaved like reasonable police officers.
