Legal Question in Civil Litigation in Maryland

First degree attemted arson

It is possible to sue for damages someone who alledges that they saw you pour a flammable liquid and attempted to light it. Though there is no evidence of a fire or sieging of a part of a building. Causing you to get arrested. But was a nolle prosequi.
