Legal Question in Civil Litigation in Maryland

I was denied f or housing program be cause I have a assault. But they gave me a hearing I only got that one case on my record that because I was in a abuse relationship and couldn't take it no longer went Court got found guilty. So I try get lawyer to represent me for the hearing but no luck so far
