Legal Question in Intellectual Property in Maryland

There are so many different sites that let you download music illegally! I have found a site that could possibly have legitimate rights to sell the music they are offering but I don't want to be caught in a scam or unwittingly steal the music. It claims to have the necessary licensing and to be a "one time charge" site. It would be a great site for people who would much rather pay 9� per song instead of $1.29. So my first question is: is legalsounds.com really legal? My second is, that in the case this site has some catch, are there sites like amazon.com and itunes that sell music legally but aren't as expensive. I am guessing this is too good to me true right?
