Withholding Paid Rent

I have a friend who pays his rent on time. However, he found out that his landlord has held his paid rent for the past three months until the end of April. This caused my friend to have bounced check notices from his bank. My question is does his landlord have a legal right to do this?

If I understand your question correctly, your friend gives the landlord a check for his rent when it's due but the landlord doesn't cash the checks right away. I can't see why this should cause your friend any problems. Once he writes the check, he deducts that amount from his account balance anyway if he is properly managing his funds, so this shouldn't cause him to bounce any checks. There is no law that requires anyone to cash a check he receives. It sounds like your friend doesn't know how to maintain a checking account balance.
