Distribution of assets

Mother passed May 2005.My sister and I are the two beneficiaries. Sister was executor ,had power of attorney and full charge over my mothers' finances for four years while living in same household. I recently found out that my sister gave her two sons 20k each. She has refused to furnish any accounting for the estate to me. The will was never registered after her death. Now as far as getting a lawyer, would I be better off finding someone to take it on a contingency basis or retaining a lawyer in this field since my finances are extremely limited and I am out of state? I am sure there is more money hidden but what will keep her from selective disclosure? Ultimately, can she be held responsible for the legal costs?

If you are concerned about the cost of an attorney, you may wish to retain one on a flat fee basis.
