Can a trustee rescind a trust if he or she has the agreement of the beneficiaries?

It depends. A trustee should only operate as the trust instrument dictates. If the trustee is also the settlor (creator) and it is a revocable trust, then yes, even without the beneficiaries. For other situations, one must look at the trust document to see when the trust may be dissolved.
