does a will have to be filed at the register of wills for it to be legal?

No. A will can be stored anywhere the maker chooses. The Register of Wills' Vault is just one convenient option (and since AFTER someone dies the Will must be filed at the Register of Wills before an estate can be opened or property distributed it makes sense for it to be stored there ahead of time).
