Legal Question in Bankruptcy in Massachusetts

My boyfriend has a court judgement against him for property destruction stemming from an auto accident several years ago. His license has been revoked until he can pay the down payment of a few thousand dollars, which is impossible now that he has no job. The woman's lawyers will agree to no less for him to get his license reinstated. Can he have this discharged under a bankruptcy?
