Is a spouse responsible for credit card debt accrued by their spouse if there is no signature on the account nor usage nor cardholder status?

No usually not. The credit card company would have to demonstrate that you received a benefit, and that your spouse was insolvent at the time the purchases were made. It's a complex showing for a debt that probably isn't worth that much.
