child support where there are two non-custodial parents

I am a step-parent in a situation where there are two non-custodial parents. Is it possible for the guardian to review only one non-custodial parent, and at what level can child support finally stop? If both parents are paying the maximum, there will be over $400 in support a week. At what point is it unreasonable?

how is it that one child has 2 non-custodial parents, and who then is the custodial parent???
