return a vehicle to spouse

pretrial judge told my brother to return vehicle ''as is'' to spouse. Does he have to keep it on his ins. or is he safe to return without plates. He is thinking ''as is'' means do not destroy.

"As is" may refer to both the judge's intention that: (a) the current owner makes no warranties as to roadworthiness or condition, and/or (b) that it be turned over in its present condition.

I would return it with insurance and plates, immediately. The registration and insurance can be cleared up later.

If this is part of a FINAL solution, though, and property division with a divorce, my answer might well be different. Context is important.
