Legal Question in Civil Litigation in Massachusetts

my mom passed away 2 years ago. because i live closer to her i made the arrangements, so i had to sign the papers. we all agreed to split the bill 4 ways, my brother and my 2 sisters. My 2 sisters have yet to pay anything, is there anything i can do

I'm sorry for your loss.

When you say 'sign the papers', do you mean for funeral arrangements, or do you mean probating your mother's estate? If you were the personal representative of your mother's estate, you should be reimbursed from the estate itself. If you simply fronted a bill on behalf of your siblings and there are no funds to repay you from the estate, you probably have the right to file suit here in Massachusetts to establish your rights.
