Town of milford massachusetts liability for town sewerage overflow into a dwelli

I am an owner of a three family dwelling. The town of Milford MA, pulic sewer system had a blockage which forced town sewerage into the sub basement appartment cousing substantial damage. This problem first sufaced several years ago, but no serious damage was done. At that time I was told buy the sewer department that there would be a increase in maintainence of the line in my neighborhood. I don't believe there was, a blockage like this takes months to build. The department is telling me that I'm responcable for the cost of repairs. Could you inform me of my rights. My insurance doesn't cover town sewer overflow, only privetly owned sewer systems.

Further reveiw and examination of the cause of the blockage is necessary before a legal opinion is forthcoming. Where and how the blockage occurred is extremely important in determining liability.
