my landlord is starting to charge for water / sewer. My lease doesnt state this. Can they add it to my lease when my lease renews in December if I am already living here?

In order for the landlord to charge you for water and sewer, there are a number of specific steops that have to be taken. There have to be water conserving fixtures installed, the water has to be seperately metered. A plumber has to certify the water conserving fixtures. A document has to filed and approved by the board of heatlh. These steps have to be taken before the issue of changing the lease can be reached. I assume the landlord has not complied with these steps. You should be able to call the board of health who should notify him that he can't charge you water and sewer charges.
