No. The landlord can't do these things. You should go to court immediately to get an order allowing you back in and to have the landlord put your property back.

A Landlord is not allowed to remove your property or change locks without having obtained an eviction order. If he removes your things they must be placed in a bonded warehouse.

Go to court to get back in and to be compensated for your things.

What you describe is not allowed. But you should retain an attorney to review all the facts of your situation to be sure you have the right to take your landlord to court, especially since, if the facts are as you stated them, you may be entitled to recover treble damages and your attorney fees should a court find, based on a properly drafted complaint by an atorney retained by you, that your landlord is in violation of the consumer protection law. Good Luck!
