What type of compensation can i expect from my neighbors homeowners insurance if my dog was attacked and required emergency surgery and i needed months of pt, followed by an mri, and now possibly need rotator cuff surgery or cortisone injections

You could expect to recover the reasonable cost of your medical bills, plus some nebulous amount for "pain and suffering". You would have to make a showing with respect to what happened between your dog and the other dog, in order to avoid a defense that you were "harassing" the other dog.

As far as your dog's vet bills, recent case law suggests that recovery for your dog's injuries would be limited to the amount you spent to make your dog better, if your dog was injured by another dog.
