if i filed bankrupcy in 2002 and it was discharge a few months later in 2003 how long do i have to wait to file again?

It depends if you filed a chapter 7 or 13 and if you were to file a chapter 7 or 13 subsequently. Assuming you filed a chapter 7 in 2002, you have to wait 8 years from the date of filing in 2002 in order to file another chapter 7. So you would have to wait until 2010. If you had filed a chapter 13 and now want to file a chapter 7, you only have to wait 6 years. If you want to file a chapter 13 now, or need to file now, you should be able to file a chapter 13 (but if you cannot afford that, then you will be stuck waiting for the 8 year period to finish running).
